Local Government Procurement tracked objectives in a spreadsheet one person owned, and assembled the weekly executive pack by hand. TechRam built an OKR tracker on SharePoint lists where owners update their own progress, and the executive report now builds itself from live data every week.

The organisation
Local Government Procurement is a procurement organisation of around 60 staff serving NSW councils. It has run OKRs for three years on a sound three-tier model linking individual, team and organisational goals.
Setting the goals was never the problem.
Where it started
The OKRs lived in a multi-tab Excel spreadsheet. No automation and no live view of progress. Directors updated the same goal separately at three levels, and a cross-functional cascade meant the same number was maintained in more than one place.
LGP had already bought and abandoned two off-the-shelf SaaS tools for the job. Both lost to adoption friction. Then Microsoft retired Viva Goals in December 2025, and the last option inside the Microsoft product line went with it.
What we built
An OKR tracker inside LGP’s existing Microsoft 365 tenant. The backend is SharePoint lists, Power Automate runs the reminder cycles, and Entra handles access — so anyone who joins LGP gets the tracker automatically. No new licences and no subscription.
The design follows how LGP actually works rather than how OKR software assumes people work. Progress rolls up through objectives only. Status is self-reported — on track, at risk, off track — rather than derived from metrics nobody trusts.

- Automated weekly reminders plus a manual manager nudge, a full change log, and lock-down of approved OKRs
- Entra-synced access, and a user guide embedded in the app itself
Where it went
Prototype approval to organisation-wide soft launch took under a month. Hypercare closed with no unresolved issues, and the CEO self-onboarded from the embedded guide without asking a question.
Reporting now sits with LGP’s own data lead, running Power BI directly against the SharePoint lists. One build cost rather than a per-seat subscription, and a running cost of a few dollars a month on Azure.
This project solved a challenge we had been trying to address for several years. The OKR Tracker has given us a simple and sustainable way to connect individual, team and organisational goals, while improving visibility, accountability and reporting across the business. Because the solution was built around how we work and integrated into our existing Microsoft environment, adoption was strong from day one.
